The World Organisation for Animal Health (WOAH – founded as OIE) is a leading intergovernmental organisation representing 183 Members worldwide. Job Description | |
Positioning and reporting Under the authority of the Director General, and in close coordination with the Deputy Directors General of Standards Setting and Implementation and Institutional Affairs and Governance and the Regional and Subregional Representatives. Supervision of a team of 40 to 50 people, organized in several departments. This is a job creation with a view to the new organisational structure to be in place in March 2025. | |
Job purpose The Deputy Director-General Global Frameworks and Capacity Building, oversees WOAH’s global animal health strategies and initiatives, ensuring coordination of activities within WOAH as well as with its quadripartite partners FAO, WHO and UNEP, to deliver support to members on their efforts for disease eradication and control (mainly for FMD, PPR, ASF, HPAI, rabies, aquatic diseases, among other programmes); the implementation of One Health approach across WOAH’s activities and its coordination with relevant stakeholders; as well as for animal welfare and wildlife health. In addition, he/she coordinates activities to reduce biological threats and provide scientific excellence for member country preparedness for emerging disease threats at the interface of animal health, public health and ecosystem health via WOAH network. In his/her role, he/she leads the capacity building efforts to support these objectives and provides strategic direction for related activities in line with the strategic plan. | |
Missions and Activities Participate to the COMEX and thus to the global strategy of WOAH – Contribute to the strategic decisions and the elaboration of the 8th strategic plan and its implementationWork in close coordination with all the directorate and transversal departments (DTIS, Communication, EID) the Deputy Direction of Standards Setting and Implementation for the alignment and synergies of supporting departments. Provide strategic guidance on WOAH’s activities related to the work of each Department under the Directorate – Provide support to the design and implementation of strategic initiatives and define the roadmap of each Department (Science, PRD and CBD, One Health Coordination and Publications Unit) in alignment with organizational objectives. – Report to the Directorate General on the implementation of activities. – Ensure the alignment and synergy of the Directorate activities with those of the Standards Setting and Implementation DirectoratePromote the WOAH mandate and represent the Organisation at relevant international conferences, missions, meetings, workshops, etc. – Manage relationships and coordinate/interact with a range of stakeholders including colleagues, resource partners, members, other organisations and external parties. Provide leadership and management of the team Global Frameworks and Capacity Building – Translate strategic objectives into team objectives and monitor collective performance. – Foster a positive and productive work environment through constructive feedback. – Motivate and communicate so that the team continually transmits information up, down and around the organization. – Organize and supervise tasks to ensure the delivery of the team’s missions – Participate in the recruitment process of staff members as well as in the development of staff skills and the annual performance evaluation. – Manage, improve and, where appropriate, identify and formalize the various procedures of the Directorate. Participate and ensure the management and execution of the team’s missions Leadership and participation – Actively participate in the leadership and decision-making processes within the ” Global Frameworks and Capacity Building ” team with a close coordination with the other Deputy Directions (Standards Setting and Implementation and Institutional Affairs and Governance). – Collaborate with team members to provide ideas, expertise and advice to achieve common goals. Strategic Planning – Contribute to the development and execution of the team’s strategic plans and objectives. – Align the team’s activities with the organization’s broader goals and mission and strategic plan. Operational Management – Oversee the day-to-day operations of the Global Frameworks and Capacity Building team to ensure efficiency and effectiveness. – Monitor progress toward goals and implement corrective actions as necessary. Project Management – Manage and coordinate various projects and initiatives within the team. – Ensure projects are delivered on time, within scope and in accordance with established quality standards. Quality Assurance – Implement and maintain quality assurance processes to ensure the accuracy and reliability of activities and outputs produced by the teams. Stakeholder Engagement – Engage with internal and external stakeholders, including other government departments, international organizations and relevant authorities. – Foster collaboration and partnerships to increase the impact of the team’s work. Policy Development – Contribute to the development and improvement of policies mainly in the One Health domain, ensuring that they are consistent with global best practices. Risk Management – Identify potential risks and challenges related to the team’s missions and develop strategies to mitigate them. Reinforcement – Promote continuous learning and development within the team, providing mentoring and guidance to team members. – Identify training needs and professional growth opportunities. Reporting and Communication – Prepare and deliver reports on team progress, achievements and challenges to organizational management and relevant stakeholders. – Ensure transparent and effective communication within teams and with external partners. | |
Requirements | |
Qualifications and Experience Required Qualifications – Bachelor’s and postgraduate degrees in veterinary science, veterinary public health, public administration or equivalent. – At least 15 years of professional experience, including 10 years working with international organizations in the field of animal health. – At least 8 years of management experience. – At least 5 years of experience in an international environment. Additional Qualifications and Experience (Assets) – The institution is committed to ensuring that the members of the Comex are geographically diversified and, in this context, specific knowledge of the challenges facing the African continent would be a strong asset. – Postgraduate studies at a PhD or Master’s level in veterinary science, veterinary public health, public administration or equivalent. – Previous exposure to the work of WOAH. Expected skills Technical Skills – Proven knowledge of organizational planning and development, and ability to reframe operational structures. – Ability to work in English at a high level, including excellent oral and written communication skills. – Fluency in a second official WOAH language (Spanish or French). – Excellent writing skills and ability to summarize complex technical discussions into clear and concise reports. – Good computer skills in a Microsoft environment. Additional skills (assets) – Good working knowledge of a third WOAH official language (Spanish or French) would be appreciated but is not mandatory. – Strong understanding of and commitment to good regulatory practice in scientific organizations. – Knowledge of WOAH Codes and Manuals.
