Job Description |
Positioning and reporting Under the authority of the Deputy Director General (International Standards and Science) and the direct supervision of the Head of the Standards Department. |
Job purpose The Deputy Head of the Standards Department contributes to the scientific excellence and integrity of the WOAH standard-setting process. He/she supports the HoD in ensuring the alignment and coordination of the work of the Specialist Commissions and relevant ad hoc Groups to deliver high-quality, scientifically based and up-to-date international standards. He/she contributes to increased understanding and implementation of the WOAH standards by Members through communication and training events. He/she supports the HoD in managing the performance of the team dedicated to the continuous improvement, transparency and inclusiveness of the standard-setting process. He/she supervises the performance of the activities of some members of the team and contributes to providing strategic guidance and support to the development of activities of the Department and the Organisation. |
Missions and activities Contribute to strategic guidance regarding the WOAH activities related to the work of the Department, lead and contribute to the management and delivery of relevant WOAH transversal projects – Promote the WOAH mandate and represent the Organisation at relevant international conferences, missions, meetings, workshops etc. – Manage relationships with and coordinate responses to enquiries from diverse sources, including colleagues, Members, other organisations and external parties – Represent the Standards Department in projects and activities transversal to the Organisation – Represent the Standards Department at external meetings with partners and stakeholders – Support to the development and delivery of relevant capacity building activities. Provide support to the HoD in the leadership and management of the Standards Department team – Support the HoD in translating strategic goals into team objectives and monitor collective performance – Organise and oversee tasks to ensure delivery of the team’s missions – Foster a positive and productive work environment through the provision of constructive feedback – Participate in the recruitment process of staff members as well as staff competency development and annual performance appraisals – Manage, improve and, where necessary, identify and formalise the different procedures of the Department – Represent the HoD in his/her absence. Lead and manage the delivery of Standards Department activities related to Terrestrial Code standards and the work of the Terrestrial Animal Health Standards Commission (Code Commission) – Lead the Secretariat team of the Code Commission in achieving its functions Lead the Secretariat team in the management of relevant ad hoc Groups – Lead the Secretariat team to be the interface between the Code Commission and internal teams and external partners – Ensure the development of harmonised internal working procedures – Oversee the performance management framework for the Code Commission – Facilitate and coordinate the integration of the work and relations with other Specialist Commissions – Coordinate the scientific and technical input into the WOAH standard-setting process – Promote Members and partner Organisations engagement and participation in WOAH Stand-Setting – Process Provide technical advice and support on WOAH standards, as requested – Lead or support the development and delivery of relevant capacity building activities Contribute to the development of an overarching framework for strengthening the role of WOAH and Veterinary Services in ensuring safe, fair, predictable, and sustainable international trade – Develop and implement capacity building activities to strengthen the role of WOAH Members and Veterinary Services in ensuring safe, fair, predictable, and sustainable international trade. Manage implementation of the new WOAH Standards Navigation Tool – Ensure completion of the development phase and implementation of the new WOAH Standards Navigation Tool and oversee development of mechanisms for its sustainable implementation and maintenance. Contribute to the management and delivery of other Standards Department activities, as relevant When necessary, carry any other relevant activities as requested within his/her area of competence. |
Requirements |
Qualifications and Experience Required qualifications and experience – A degree or equivalent in one of the following: international trade policy, public health, veterinary or biological sciences or aquatic animal sciences – At least 8 years of professional experience in a regulatory environment – Experience in provision of high-level Secretariat functions at the national or international level – At least 3 years of experience in management – At least 5 years of experience in an international environment – Professional experience in a National Veterinary Authority would be an advantage. Additional qualifications and experience (asset) – Good working knowledge of Spanish or French – Familiarity with the WOAH Standard-setting process – Familiarity with the implementation of WOAH International Standards in the multilateral trading system. Expected Skills Technical skills – Ability to work in English at a high level including excellent oral and written communication skills – Knowledge and understanding of the international standards-setting environment and the WTO Agreements in relation to international trade – Excellent writing skills and ability to summarise complex technical discussions into clear and concise reports – Good computer skills in a Microsoft environment. Working conditions – Salary: commensurate with qualifications and experience. – Type of contract: WOAH Staff – Fixed-term contract. – Duration: Two (2) years renewable. – Location: WOAH Headquarters 12 rue de Prony 75017 Paris, France. – The post is a full-time position based at the WOAH Headquarters in Paris and requires long hours in a seated position at a computer. It can entail missions abroad. |
