Job Description
Positioning and reporting
Under the authority and direct supervision of the Deputy Director General in charge of International Standards and Science and with close collaboration with the Head of Digital Transformation Unit for the delivery of WOAH’s data Strategy as well as close transversal coordination with the Heads of other Departments for the overall delivery of the objectives of DID.
Job purpose
As an Organisation, WOAH plays a critical role in collecting, managing, and disseminating extensive health-related data, including real-time global animal health information, to support its mandate. To successfully deliver its Strategic Plan, with a focus on data governance, the Data Integration Department will work closely with the Digital Transformation and Information Systems department in the develoment of a Data Strategy and governance framework that optimizes data management and enhances accessibility and visibility for stakeholders.  To successfully deliver its Strategic Plan, with a focus on data governance, the Data Integration Department will work closely with the Digital Transformation and Information Systems department in the develoment of a Data Strategy and governance framework that optimizes data management and enhances accessibility and visibility for stakeholders.
The Head of Department will contribute and drive WOAH’s vision of becoming a data driven organisation; he/she will work closely with the Head of Digital Transformation and Information Systems to create value from WOAH animal health data. He/She will lead the implementation of the WOAH data integration from a business perspective by coordinating the organisation’s activities internally and with other relevant international partners by coordination of the integration of data for improved understanding, advocacy and transparency of the implementation of WOAH standards and data by providing strategic orientation and guidance, systematizing data flows and interpretation of data from all Departments as well as analytical processes in accordance with the Standards Monitoring Framework and the Observatory Key Indicators among others.
Additionally he/she will lead the implementation of the Observatory in accordance with the outputs from the previous years. He/she will identify further actions to support the Organisations and Member’s needs in regards to data interpretation as well as through the standard-setting process, capacity building and advocacy. Will also contribute to the dissemination of the deliverables of Data integration as well as the Observatory, preparation of advocacy documents and presentations to promote the benefits of using WOAH’s data and implementing WOAH’s standards. Responsible for ensuring the performance of the activities of the team and contributes to providing strategic guidance and support to the development of activities.
Missions and activities

Guide through strategic leadership the activities and ensure data integration, governance and manage from a Business perspective within WOAH
– Develop a work plan, setting tasks and goals which support delivery of the Department activities and outcomes; particularly in regards to the determination of WOAH’s data needs and develop a data strategy to meet these needs;
– Establish a culture that enables the sharing of data, together with a clear and effective data governance framework;
– Establish a data master management framework to provide consistent, accurate and reliable data across WOAH;
– Build a trusted data model to create business value from WOAH’s data  Support the Digital Transformation team in the delivery of Data Architecture which will underpin WOAH vision of becoming a data driven organisation;
– Coordinate the management and maintenance of WOAH’s data sharing agreements;
– Oversea Data integration across all of WOAH’s data assets;
– Motivate and communicate for the team to convey information continually up, down, and around the Organisation;
– Organise and oversee tasks to ensure delivery of the team’s missions; as well as coordinate with other Departments;
– Engage relevant WOAH Departments contributing data to the Data Management as well as the Observatory through the internal mechanisms such as the Observatory Taskforce  

Data Management & Analytics
– Support the Digital Transformation team in the development of an organisation-wide data architecture strategy that enhances the use of data analytics in decision-making
– Help drive initiatives to improve data quality, accessibility, and integration across different systems and departmentsBe responsible for WOAH’s data asset catalogue and its maintenance
– Leading and co-ordinating on analysing and deriving insights from WOAH’s data Oversea the integration of data from different sources to enable accurate and meaningful reporting  

Lead the engagement process within WOAH, its Members and key stakeholders
-Provide day-to-day management of the his/her team, and support the delivery of the following key activities;
– Define the nature of the engagement within WOAH, its Members and other stakeholders, their role, responsibilities and expectations;
– Identify key stakeholders to engage with;
– Develop procedures regarding the nature of engagement, in alignment with stakeholder engagement policies of the organisation, and conduct consultations, as required;
– Define the structure, methods and tools (including digital and data analytical tools) for both, the implementation of Data Integration within WOAH, its systematic use and interpretation, as well as with Members and other stakeholders, with the assistance of other Departments.  

Support the delivery of the analytical reports for WOAHs data, particularly in regards to epidemiological data as well as for Observatory
– Working with relevant Departments, systematise the data analytical processes in accordance with the Data Integration and management in close collaboration with DTIS, as well as the Standards Monitoring Framework and the Observatory Key Indicators; through leading a transversal approach and Epidemic intelligence strategy and analysis; implementation of Survey coordination within the whole of WOAH departments
– Define the nature of deliverables of the Data Management within WOAH and the Observatory that will support the dialogue within WOAHs departments, its Members and key stakeholders; through the support and coordination with the Digital Transformation team in the change management of business teams to improve their data management;
– Develop the framework for data governance and management;
– Develop relationships with high-level research institutions to improve the use and impact of WOAH data;
– Coordinate and oversee the dissemination of deliverables of the Data Strategy and the Observatory to targeted audiences and develop communication campaigns and tools, with the assistance of Communication Department  

Coordinate the presentation of Member’s data related to standards implementation in the Observatory Portal
– Working with the Digital Transformation and Information Services (DTIS) Department, design a means of presenting Member’s data in accordance with the Standards Monitoring Framework and others defined within the strategy for data integration, through a web-enabled platform linked to the WOAH’s website as well as other communication mechanisms
– Conduct consultation among Members and other stakeholders, as required;
– Define the business needs for the development of the Portal for the Observatory, in collaboration with the Digital Transformation and Information Systems Department and the other Departments  

Support advocacy and representation
– Contribute to the preparation of documents, presentations and briefing materials to promote the benefits of implementing WOAH standardsPrepare relevant documents as required;
– Collaborate with colleagues in other Departments  on cross-cutting projects, as appropriateAssist in the preparation of events or expert meetings  

Team Leadership & Development
– Lead, mentor, and develop a high-performing DID team, fostering a culture of innovation, collaboration, and continuous improvement;
– Promote diversity and inclusion within the DID department, ensuring a work environment that values diverse perspectives and backgrounds;
– Manage the DID budget effectively, ensuring cost efficiency while maintaining high standards of service delivery  

Contribute to other activities of the Data Management within WOAH and the Observatory, as required.
Requirements
Qualifications and Experience

Required qualifications and experience
– Advanced graduate degree (Master’s level, DVM or equivalent) in veterinary science, international affairs, public health, agriculture, or other relevant fields;
– At least 5 years of experience in Master Data Management and deriving value out of data
– At least 8 years of experience in management of people and projects;  
– At least 5 years of experience in an international environment.  Experience in a national regulatory environment;  

Additional experience (asset)
– Experience in engagement of stakeholders, policy-making processes and policy evaluation;
– Experience in the implementation of WOAH international standards;
– Familiarity with the work and general functioning of international organizations;
– Professional experience in a National Veterinary Authority  Working with animal health data and an understanding of animal diseases   

Expected Skills
Technical skills                                      
– Excellent data management skills, writing skills and ability to summarise complex technical discussions into clear and concise reports;
– capacity to articulate and communicate arguments;
– Strong analytical and critical thinking skills;
– Good working knowledge of Microsoft Office Suite (Word, Excel, Outlook, PowerPoint, etc.), data automatization processes and database management.
– Proficiency with web-based tools, in particular those related to participatory meetings and webinars, as well as communication, including social media
– Excellent knowledge of English, both spoken and writtenGood knowledge of French or Spanish (desirable)

Additional Information
Working conditions
– Salary: commensurate with qualifications and experience;
– Type of contract: WOAH Staff – Fixed-term contract;
– Duration: Two (2) years renewable;
– Location: WOAH Headquarters 12 rue de Prony 75017 Paris, France.
– The post is a full-time position based at the WOAH Headquarters in Paris and requires long hours in a seated position at a computer.
– It can entail missions abroad.
