Assignment : Individual Consultant for Workshops Facilitation as part of the Development of the WOAH 8th Strategic Plan

Context
The World Organisation for Animal Health (WOAH – founded as OIE) is a leading intergovernmental organisation representing 183 Members worldwide. Through its activities, WOAH makes a decisive contribution to improving animal health, protecting animal welfare and strengthening Veterinary Services. The Organisation provides transparent information on world’s animal health situation, and promotes international standards, particularly in terms of the safety of trade in live animals and animal products. Joining WOAH means taking part in the development of one of the leading international organisations, recognised and associated with other multilateral institutions, in the field of worldwide health. It means helping to build a global approach to health, combining animal and human health in a “One Health” approach. To support its work, WOAH may use individual consultants to provide ad hoc support for tasks that cannot be carried out by members of its staff. An individual consultant works in his own name, for the duration of his assignment at WOAH, to the exclusion of any other principal and without being attached to any employer.   WOAH’s headquarters are based in Paris. The Organisation is present on every continent through 13 Regional or Sub-regional Representations. WOAH has 250 staff members, two-thirds of whom are based at headquarters. This position is remote, with travel to Paris.
Description of the individual consultant assignment
Reporting  
The consultant will report to the Director General (DG) and the Performance Management and Internal Control Unit (PMIC) and will work in close collaboration with the 8th Strategic Plan Working Group.
Mission objectives  
In 2025, WOAH is launching the development of the WOAH 8th Strategic Plan (8SP), which will define and guide the strategic priorities of the organisation over the course of the next 5 years, as of January 2027. As part of the development of the Plan, WOAH will organise several internal workshops to brainstorm on the strategic pillars of the 8SP, during phase 1 (January-May 2025), and the content for each, down to indicators and targets, during phase 2 (June-November 2025).   WOAH is looking for a consultant to lead the facilitation of these workshops and extract key findings to inform the development of the 8SP.  
Tentative dates for the consultancy are: Phase 1: Workshops in March, with deliverables (see below) from the workshops expected by March 31.Phase 2: Workshops in June, with deliverables (see below) from the workshops expected by June 30.

Facilitating Managers workshops (March)
– Preparatory meeting with DG and PMIC
– Comprehensive notes from the workshops
– Workshops coordination
– Material for facilitation (digital or not)
– Short report summarising key findings from the workshops
– Debriefing meeting with DG and PMIC

Facilitating all-staff workshops (June)
– Preparatory meeting with DG and PMIC
– Comprehensive notes from the workshops

Participating to the WOAH 8SP working group sessions dedicated to the preparation and debrief of the workshops.
Requirements
Qualifications and experience  

Qualifications required
– Diploma: social sciences, political sciences, public affairs, management, public health, or any other relevant one.
– Experience: at least 5-10 years of experience in international environments (international organisations, non-governmental institutions, etc.), in roles that require engaging with a wide range of stakeholders and strategic thinking.

Additional information
Working conditions  
– Remuneration: Maximum 10,000 euros for the entire consultancy.
– Duration: approximately equivalent of 5 days in March and 10 days in June.
– Location: WOAH Headquarters 12 rue de Prony 75017 Paris for the workshops, remotely for the preparation and post-workshop reports.
